Mrs. Kate Allen is especially qualified for caring for and looking after the unfortunate women who drift into central police station, having been a nurse before she received an appointment as matron, on September 25, 1906. She and Mrs. Van Skaik, the other matron, each understand their duties perfectly, and are giving the best of satisfaction to the department. Both of the women are of a kind yet firm nature, and treat in the best manner possible women prisoners placed in their care. Mrs. Allen was born in Franklin, Ohio, February 1, 1858.
