Arza Edgar Foy, who has been a member of the police department since March 19, 1901, was born on a farm in Fayette County, Ohio, on January 27, 1867. He received a common school education and began to make his own living at an early age. The blacksmith shop appealed to him and he was following that business when appointed patrolman. For eight years Mr. Foy was a member of the Ohio National Guard, and he made a good record for himself in this connection. He belongs to the Knights of Pythias and Odd Fellows. His wife's name is Ella.
