Joseph Richard Neal first saw the light of day in the quiet old "Quaker City," Richmond, Ind., on March 16, 1886. While he was a lad his parents brought him to Dayton, where he entered the public schools. Later he attended St. Mary's School, and he was well equipped to face the world when he started out to make his own living. He learned the trade of screw maker and followed it until his appointment to the force on May 21, 1909. Mr. Neal is married, his wife's name being Olive. He is a member of the Independent Order of Foresters and is an active worker in the organization.
