Elmer E. Niswander was born on a farm in Preble County, Ohio, on September 2, 1872. After receiving a common school education he completed his training in the Richmond, Indiana, Business College. After his graduation from that institution he filed successfully for a number of clerical positions, among which was clerk for the Big Four Railway Company. Later he removed to Dayton where he was employed as a street car conductor until he was appointed patrolman, August 1, 1906. Mr. Niswander is a member of the Foresters and Knights of Pythias. He has a wife, Luella, and a daughter, Mildred.
